For an ordinary pet dog, Wrightsville Beach bans strand access April 1-September 30. Carolina Beach’s main strand and Kure Beach allow leashed dogs before 9 a.m. and after 5 p.m. during those months. October-March removes those seasonal hour limits, but the normal leash rules still matter. Freeman Park has a separate seasonal off-leash allowance.
This comparison uses town pages checked October 5, 2026. It concerns pet access, not an individualized legal determination about a service animal. Confirm that question with the relevant town if it affects your trip.

Dog access changes by beach and season
| Category | April 1–September 30 | October 1–March 31 |
|---|---|---|
| Wrightsville strand | Dogs prohibited all day | Dogs allowed on leash |
| Carolina Beach strand | Before 9 a.m. and after 5 p.m.; leash required | All hours; leash required |
| Freeman Park | Leash required | Off leash only under voice command with owner within reasonable distance |
| Kure Beach strand | Before 9 a.m. and after 5 p.m.; restraint ≤15 feet | All hours; restraint ≤15 feet |
Read each cell for the applicable season or rule.
Use the correct access and date before leaving your accommodation. A neighboring town’s policy is not permission, and a dog-friendly rental does not grant beach access. Check both the property’s terms and the public-space rules.
Wrightsville Beach: registration has a duration qualifier
The town pet page requires an annual $10 registration for dog/cat owners residing in town over 15 days. It does not say every short-stay day-tripper owes that license. Dogs over four months must wear current rabies tags and the town tag as required. Ask the Park Ranger Office at 910-239-1751 if your stay’s circumstances need clarification.
The page lists $250 as a possible first-offense fine for pet-ordinance violations other than waste and $500 for waste left behind. Carry cleanup supplies and dispose of waste properly. The earlier guide’s enforcement totals and voting narrative lacked direct supporting records, so they are not repeated here. The current rule is enough to plan a lawful walk.
Carolina Beach: do not confuse the Boardwalk with the strand
The town Pet Rules page prohibits dogs on wooden Boardwalk sections and in the specified Boardwalk Business District east of Canal Drive, from the north side of Harper Avenue through Cape Fear Boulevard. A permitted early strand walk does not allow a shortcut through that district.
The same page establishes Freeman Park’s October-March voice-control exception and lists a $100 violation citation. Maintain control and clean up after your dog. Voice command is a condition of the exception, not permission for an animal to approach other people or animals unchecked.
For vehicle access, consult the separate Freeman Park page for current permits and conditions. Do not treat an off-leash season as proof that every vehicle, camping plan or access point is available.
Kure Beach: leash length still applies in winter
The town’s dogs-on-the-beach page states the seasonal 9 a.m.-5 p.m. strand prohibition and a restraint no longer than 15 feet when a dog is off its own property. It also requires immediate waste cleanup and the means to do it. No winter off-leash beach exception appears in that checked guidance.
This guide does not give an unverified Kure fine amount or frame a violation as something worth paying for. Ask 910-458-8216 for a current rule or service-animal clarification, and choose an allowed outing.
Build a route your dog can legally complete
Pick the access, seasonal hours and return route together. Bring a leash, cleanup supplies and water. Heat, exposed pavement and a long return walk can matter even when the town permits pets; an allowed time is not a promise that conditions are suitable for your animal.
For a restaurant patio or pier, check that operator’s policy separately. Beach permission does not establish entry to private premises. If the beach time does not work, choose a confirmed permitted park or walking route rather than testing enforcement.
Our Wrightsville first-day guide and parking guide cover the rest of that outing. Check the town source again for a later trip, especially after a rule change.
